Dr. Nanako SHIMIZU is Associate Professor of the Faculty of International Studies, Utsunomiya University in Tochigi Prefecture, Japan. She studied international law and international organization and received Ph. D. in 2006. She has been a member of the Research Forum on Fukushima Nuclear Disaster and has conducted interviews and research targeting the evacuees from Fukushima Prefecture and the residents of contaminated areas in Tochigi Prefecture. She has recently published a research article with a title “Human Insecurity Caused by the Dysfunction of the State: New Security Issues in Post-Fukushima Japan,” in Asian Journal of Peacebuilding, vol.3, no.2 in November 2015. She is a member of The Peace Studies Association of Japan, Japanese Society of International Law and Asian Society of International Law.

講演概要：
福島原発事故による深刻な放射能汚染は、福島県を越えて栃木県を含む近隣地域に広がっているが、これらの地域に暮らす被害者が直面する問題は十分に認識されておらず、健康調査などの行政による支援も遅れている。本報告は、栃木県内の汚染地域に暮らす被災者ならびに福島県から栃木県への避難者を対象とした調査結果をもとに、これらの被災者の健康に対する権利が危機的状況にあることを明らかにする。
Abstract：
Although the large scale contamination caused by Fukushima Nuclear Disaster has been spread not only in Fukushima but also to the neighboring areas including Tochigi Prefecture, this fact has not been generally recognized and resulted in the lack of official support in these areas including health surveys. The presenter will introduce the results of the interviews and surveys to show that the right to health of the victims living in Tochigi Prefecture and the evacuees from Fukushima are seriously threatened.
